{"id":2451,"date":"2018-02-06T16:52:51","date_gmt":"2018-02-06T21:52:51","guid":{"rendered":"https:\/\/granitestatetaxpayers.org\/gst\/?p=2451"},"modified":"2018-02-13T13:35:33","modified_gmt":"2018-02-13T18:35:33","slug":"gst-opposes-hb628-family-leave","status":"publish","type":"post","link":"https:\/\/granitestatetaxpayers.org\/gst\/gst-opposes-hb628-family-leave\/","title":{"rendered":"GST Opposes HB628 Family Leave"},"content":{"rendered":"<p><strong><em>GST<\/em> Opposes HB628 Imposing a Payroll Tax for Mandatory Family and Medical Leave Insurance.<\/strong><\/p>\n<p><strong>HB628 establishes mandatory paid family and medical leave insurance (FMLI) controlled by the State.<\/strong><br \/>\nThe bill would require New Hampshire Employment Security to establish and administer the FMLI fund.<br \/>\nEmployers must remit quarterly premium payments of 0.5 percent of employee wages for preceding quarter.<\/p>\n<p><strong><a href=\"http:\/\/www.gencourt.state.nh.us\/bill_status\/billText.aspx?sy=2018&amp;id=37&amp;txtFormat=html\" target=\"_blank\">Click here to read HB628 including the following statements from the bill.<\/a><\/strong><br \/>\nThe general court finds it in the public interest to establish a system of family and medical leave insurance.<br \/>\nThe costs to operate the program are unknown.<br \/>\nInsurance plans currently exist that provide coverage for the types of benefits included in this legislation.<br \/>\nThat coverage is sold, on a voluntary basis, to employers wanting to provide these benefits to their employees.<br \/>\nThis chapter applies to all nongovernmental employers.<br \/>\nDepartment of Employment Security estimates cost of $3,700,000 and 45 new employees in FY 2021. <\/p>\n<p>&#8220;HB628 is against everything that is working so well now. As we reduce the burden and cost of regulation on business, it expands regulation and cost.&#8221; said <em>GST<\/em> Vice Chairman Dave McConville. &#8220;As we try to keep government size in check, it creates new bureaucracy. HB628 is counter to every good policy now in place.&#8221;<\/p>\n<p>&#8220;<em>GST<\/em> supports less regulation and limited government that works efficiently within its constitutional authority. We oppose new taxes and fees.&#8221; said <em>GST<\/em> Chairman Ray Chadwick. &#8220;HB628 would grow government, add regulation and cost, and have the State take over a service already offered in the private market.&#8221;<br \/>\n<strong>&#8220;Decisions regarding Family Medical Leave benefits should be made by employers and employees.&#8221;<\/strong> <\/p>\n<p><strong><a href=\"http:\/\/www.gencourt.state.nh.us\/house\/members\/housemembers.html\" target=\"_blank\">Click here to find your Representatives.
