{"id":3564,"date":"2019-01-28T13:58:30","date_gmt":"2019-01-28T18:58:30","guid":{"rendered":"https:\/\/granitestatetaxpayers.org\/gst\/?p=3564"},"modified":"2019-01-29T01:55:23","modified_gmt":"2019-01-29T06:55:23","slug":"family-leave-state-or-private","status":"publish","type":"post","link":"https:\/\/granitestatetaxpayers.org\/gst\/family-leave-state-or-private\/","title":{"rendered":"Family Leave: State or Private?"},"content":{"rendered":"<p><strong><em>GST<\/em> Supports Voluntary Family and Medical Leave Insurance and Opposes Mandatory State Run Plan.<\/strong><\/p>\n<p><strong>Governors Chris Sununu and Phil Scott of Vermont Introduce their <a href=\"https:\/\/www.governor.nh.gov\/news-media\/press-2019\/20190116-twin-state-voluntary.htm\" target=\"_blank\">Twin State Voluntary Leave Plan.<\/a><\/strong><br \/>\nThe Plan is a voluntary paid family and medical leave insurance product not currently offered in either state.<br \/>\nAvailable to all businesses, plus individuals, it will be anchored by the 18,500 state employees of both states.<br \/>\nIt would provide enrolled employees a 60 percent wage replacement for six weeks for qualifying events.<br \/>\n<strong><a href=\"https:\/\/www.governor.nh.gov\/news-media\/press-2019\/documents\/twin-state-voluntary-overview.pdf\" target=\"_blank\">Click here for a Twin State Voluntary Leave Plan Summary.<\/a><br \/>\n<a href=\"https:\/\/www.governor.nh.gov\/news-media\/press-2019\/documents\/twin-state-voluntary-plan.pdf\" target=\"_blank\">Click here for Frequently Asked Questions.<\/a><\/strong><\/p>\n<p><strong>Senate Bill 1 will create a Mandatory State Run Family Medical Leave Insurance Plan.<\/strong><br \/>\nSB1 requires 0.50 percent of employee wages for a $125 wage replacement for up to 12 weeks.<br \/>\nThe bill would require New Hampshire Employment Security to establish and administer the FMLI fund.<br \/>\nDepartment of Employment Security estimates cost of $7,706,397 and 38 new employees in FY 2022.<br \/>\nThe program has no guarantee that premiums paid by participants will be enough to pay claims.<br \/>\n<strong><a href=\"http:\/\/gencourt.state.nh.us\/bill_status\/billText.aspx?sy=2019&amp;id=999&amp;txtFormat=html\" target=\"_blank\">Click here to read SB1.<\/a><\/strong><\/p>\n<p>&#8220;Decisions about Family Medical Leave benefits should be made by employers and employees. The Twin State Plan respects that freedom.&#8221; said <em>GST<\/em> Chairman Ray Chadwick. &#8220;SB1 would grow government, add regulation and cost, and have the State take over a service from the private market.&#8221;<\/strong> <\/p>\n<p><strong><a href=\"https:\/\/granitestatetaxpayers.org\/gst\/2018\/02\/06\/gst-opposes-hb628-family-leave\/\" target=\"_blank\"><em>GST<\/em> in 2017 and 2018 opposed a previous bill, HB628, that would have done what SB1 now intends to do.<\/a><\/strong><br \/>\nCalifornia, New Jersey, Rhode Island and New York are the only states with state-run FMLI programs.<\/p>\n<p><strong>&#8220;<em>GST<\/em> supports less regulation and limited government that works within its constitutional authority.
