{"id":4852,"date":"2020-03-30T13:22:18","date_gmt":"2020-03-30T17:22:18","guid":{"rendered":"https:\/\/granitestatetaxpayers.org\/gst\/?p=4852"},"modified":"2020-05-10T15:24:34","modified_gmt":"2020-05-10T19:24:34","slug":"gst-comments-on-lift-ticket-and-electronics-sales-tax","status":"publish","type":"post","link":"https:\/\/granitestatetaxpayers.org\/gst\/gst-comments-on-lift-ticket-and-electronics-sales-tax\/","title":{"rendered":"GST Comments on Lift Ticket and Electronics Sales Tax"},"content":{"rendered":"<p><strong>Among the Worst (Recent) Bills were those to Introduce Sales Taxes on Lift Tickets and Electronics<\/strong><\/p>\n<p><strong>These two sales tax bills were considered in the current Legislative Session:<\/strong><br \/>\nHB 1492: establishing a tax on the retail sale of certain electronic devices to fund education. <strong><a href=\"http:\/\/www.gencourt.state.nh.us\/lsr_search\/billText.aspx?id=1756&amp;type=4\" rel=\"noopener noreferrer\" target=\"_blank\"><em>Read it here.<\/em><\/a><\/strong><br \/>\nHB 1652: including ski area ticket sales under the meals and rooms tax and dedicating the revenue to the governor&#8217;s scholarship program for New Hampshire resident students. <strong><a href=\"http:\/\/www.gencourt.state.nh.us\/lsr_search\/billText.aspx?id=1692&amp;type=4\" rel=\"noopener noreferrer\" target=\"_blank\"><em>Read it here.<\/em><\/a><\/strong><br \/>\n<strong>In a rare outbreak of common sense, the NH House majority voted down both bills.<\/strong><\/p>\n<p><strong>&#8220;It&#8217;s for the Children!&#8221;<\/strong><br \/>\nBoth bills were explicitly identified as raising revenue to support education.<br \/>\nThe rationale for the bills must have been the premise that education funding is at risk in this state.<\/p>\n<p><strong>Actually, total spending is increasing while student enrollment is decreasing.<\/strong><br \/>\nNH Dept. of Education reports total education spending in school year <a href=\"https:\/\/www.education.nh.gov\/sites\/g\/files\/ehbemt326\/files\/inline-documents\/state-summary18-19.pdf\" rel=\"noopener noreferrer\" target=\"_blank\"><strong><em>2018-2019<\/em><\/strong><\/a> is up 22% over <a href=\"https:\/\/www.education.nh.gov\/sites\/g\/files\/ehbemt326\/files\/inline-documents\/summ_rev08_09.pdf\" rel=\"noopener noreferrer\" target=\"_blank\"><strong><em>2008-2009<\/em><\/strong><\/a>.<br \/>\nMeanwhile, Dept. of Education reports student enrollment in <strong><a href=\"https:\/\/www.education.nh.gov\/sites\/g\/files\/ehbemt326\/files\/inline-documents\/ten_year18-19.pdf\" rel=\"noopener noreferrer\" target=\"_blank\"><em>2018-2019 is down 12% from 2008-2009.<\/em><\/a><\/strong><\/p>\n<p><strong><em>GST<\/em> opposed both of these bills for several reasons<\/strong><br \/>\nThe current tax structure in NH <strong>(<a href=\"https:\/\/www.revenue.nh.gov\/publications\/presentations\/documents\/overview-of-nhdra_hwm-2-6-19.pdf\" rel=\"noopener noreferrer\" target=\"_blank\"><em>Click for a summary.<\/em><\/a>)<\/strong> adequately supports state spending.<br \/>\nNew avenues of taxation aren&#8217;t necessary when the state has a surplus under its current tax regime.<br \/>\nNew revenue streams, once established, are easy to be increased.
