{"id":5143,"date":"2020-04-28T21:53:23","date_gmt":"2020-04-29T01:53:23","guid":{"rendered":"https:\/\/granitestatetaxpayers.org\/gst\/?p=5143"},"modified":"2020-05-10T15:32:02","modified_gmt":"2020-05-10T19:32:02","slug":"getting-nh-back-to-business","status":"publish","type":"post","link":"https:\/\/granitestatetaxpayers.org\/gst\/getting-nh-back-to-business\/","title":{"rendered":"Getting NH Back to Business"},"content":{"rendered":"<p><strong>Getting NH Back to Business<\/strong><\/p>\n<p><strong>The responses to Covid-19 have impacted both business activity and consumer spending.<\/strong><br \/>\nThat will negatively impact tax revenues and State and Local government expenditures.<\/p>\n<p><strong>We already know the direct consequences of specific government actions. For example:<\/strong><br \/>\nClosing restaurants and hotels will reduce receipts from the Rooms and Meals tax.<br \/>\nStay at home orders will result in less travel and consequently reduced gas tax receipts.<br \/>\nClosing businesses will reduce receipts from Business Enterprise and Business Profit Taxes.<br \/>\nUnemployment insurance costs will increase as workers file claims.<br \/>\nPrices for needed commodities will increase as sources of production close.<br \/>\nTransfers from the Federal government will offset some of these costs.<br \/>\n<strong>We know the above issues will impact State Finances, but don\u2019t yet know the magnitude. <\/strong><\/p>\n<p><strong>There are also prospective consequences due to the pandemic and responses thereto.<\/strong><br \/>\nFluctuations in the stock market that may impact Interest and Dividends tax revenue.<br \/>\nReduced income due to job loss and stock market fluctuations may impact property tax revenue.<\/p>\n<p><strong>The challenge is to determine how government should best respond to those circumstances.<\/strong><\/p>\n<p><strong>The first priority should be to reopen NH for business, consistent with current knowledge.<\/strong><br \/>\nInitial projections of millions of deaths nationally have fallen as new data is accumulated.<br \/>\nIn New York City and Santa Clara County, data shows significant portions of those tested have antibodies.<br \/>\nIn those tests, many of those with antibodies had previously shown no symptoms of having the virus.<br \/>\nDeveloping \u201cherd\u201d immunity requires interaction between people, which is unlikely when they are shut in.<br \/>\nThe vast majority of deaths occur in high risk groups (aged, heart or lung compromise, diabetes, obesity)<br \/>\nJob and income loss and bankruptcy also stress people and lead to illness, violence and deaths.<br \/>\nPeople have assimilated ideas of social distancing, hand washing, and use of masks to prevent infection.<\/p>\n<p><strong>Businesses, social and other venues should now be reopened using the <em><a href=\"https:\/\/www.whitehouse.gov\/openingamerica\/#guidelines\" rel=\"noopener noreferrer\" target=\"_blank\">White House Guidelines<\/a><\/em>.<\/strong><br \/>\n<em>Following are suggestions from those guidelines.<\/em><br \/>\nMaintain the stay at home recommendation for high risk groups.<br \/>\nThose with symptoms of fever, dry cough and shortness of breath call their doctor and self-quarantine.<br \/>\nAll others should follow social distancing (six foot separation) where possible.<br \/>\nUse masks when in public, and always where social distance minimums can\u2019t be maintained.<br \/>\nEmployees should use personal protective equipment when dealing with the public.<br \/>\nBusinesses should employ policies (queues, controlling attendance) that promote social distancing<br \/>\nLet business owners and customers decide the appropriate policies for their situation.<\/p>\n<p><strong>The second priority is for government to promote positive policies on business and taxes.<\/strong><br \/>\n<em>Following are suggestions on how that might be done.<\/em><br \/>\nReduce government spending now in anticipation of reduced revenue. (Just like citizens must do.)<br \/>\nDetermine the actual situation before acting and act only in response to known, quantifiable, problems.<br \/>\nPromote strategies that support business growth and personal spending.<br \/>\nReduce taxes where possible to promote business and consumer spending.<br \/>\nDon\u2019t raise taxes or allow them to be raised \u201cautomatically.\u201d (If you want less of something, tax it.)<br \/>\nAvoid perverse incentives like making unemployment benefits more lucrative than working.<br \/>\nDeal with potential property tax issues using current procedures for dealing with non-payment.<\/p>\n<p><strong>Shut-downs in response to Covid-19 have reduced the spread of the virus, at least in the near term. <\/strong><br \/>\nTheir impact on GDP, Federal deficits and the economy creates a serious, possibly long-term problem.<\/p>\n<p><strong>To reduce that threat and its impact, we should start now on a deliberate, calculated return to a more normal society.<\/strong><\/p>\n<p>Posted by <em>GST<\/em> Chairman Ray Chadwick in consultation with the <em>GST<\/em> Board.<\/p>\n<p><strong><a href=\"https:\/\/granitestatetaxpayers.org\/gst\/wp-content\/uploads\/2020\/04\/GetNHBacktoBusiness200428.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">Click here<\/a><\/strong> to download a copy of this report.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Getting NH Back to Business The responses to Covid-19 have impacted both business activity and consumer spending.
