{"id":5252,"date":"2020-05-18T23:27:30","date_gmt":"2020-05-19T03:27:30","guid":{"rendered":"https:\/\/granitestatetaxpayers.org\/gst\/?p=5252"},"modified":"2020-05-18T23:27:30","modified_gmt":"2020-05-19T03:27:30","slug":"big-spender-states-want-you-to-bail-them-out","status":"publish","type":"post","link":"https:\/\/granitestatetaxpayers.org\/gst\/big-spender-states-want-you-to-bail-them-out\/","title":{"rendered":"Big Spender States Want You to Bail Them Out"},"content":{"rendered":"<p><strong>High Tax, High Spend States are looking for a &#8220;Covid Crisis&#8221; Bail-Out from Federal Taxpayers.<\/strong><\/p>\n<p>The impacts of the Covid crisis shutdowns are already driving unprecedented Federal spending.<br \/>\nMuch of that is to help States with unemployment and other costs of dealing with the pandemic.<br \/>\nBut some states want to use this crisis to get Federal taxpayers to cover their past spending.<\/p>\n<p>Jonathan Williams and Lee Schalk from American Legislative Exchange Council comment on this effort.<br \/>\nTheir comments are presented below with permission. <em><a href=\"https:\/\/granitestatetaxpayers.org\/gst\/wp-content\/uploads\/2020\/05\/ALECNoStateBailout200420.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">Click here to download a copy of their comments.<\/a><\/em><br \/>\n<em>Granite State Taxpayers<\/em> has signed on to an ALEC letter opposing such bailouts. <em><a href=\"https:\/\/granitestatetaxpayers.org\/gst\/wp-content\/uploads\/2020\/05\/ALECLetterNoBailouts200512.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">Click here for a copy.<\/a><\/em><br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n<p><strong>States should say &#8216;no thanks&#8217; to a federal bailout.<\/strong><br \/>\nBy Jonathan Williams and Lee Schalk<\/p>\n<p><strong>A growing chorus of governors is calling on Congress to \u201cbail out\u201d state governments.<\/strong><br \/>\nMaryland Governor Larry Hogan and New York Governor Andrew Cuomo <em><a href=\"https:\/\/www.nga.org\/news\/press-releases\/national-governors-association-outlines-need-for-additional-and-immediate-fiscal-assistance-to-states\/\" rel=\"noopener noreferrer\" target=\"_blank\">released a joint statement<\/a><\/em> over the weekend requesting an additional $500 billion in federal funds for the states. \u201cWe must be allowed to use any state stabilization funds for replacement of lost revenue, and these funds should not be tied to only COVID-19 related expenses,\u201d the governors wrote.<\/p>\n<p>Their plea comes on the heels of the $2 trillion CARES Act, which included a general <a href=\"https:\/\/www.ncsl.org\/Portals\/1\/Documents\/statefed\/COVID_Relief_Fund.pdf\" rel=\"noopener noreferrer\" target=\"_blank\"><em>$150 billion COVID-19 relief fund<\/em><\/a>, a $30 billion education costs fund, a $45 billion disaster relief fund and <a href=\"https:\/\/www.ncsl.org\/ncsl-in-dc\/publications-and-resources\/coronavirus-stimulus-bill-states.aspx\" rel=\"noopener noreferrer\" target=\"_blank\"><em>more for state and local governments<\/em><\/a>. Yet, economic conditions throughout the country remain dire due to government mandated closures. <\/p>\n<p><strong>States seeking even more cash from Congress should think twice.  <\/strong><br \/>\nHistory suggests that federal bailouts are not a \u201cfree lunch\u201d for states. They decrease state sovereignty, incentivize future fiscal irresponsibility and create a moral hazard problem. Bailouts reward fiscally reckless states at the expense of fiscally responsible ones. Academic research from the <a href=\"https:\/\/www.mercatus.org\/publications\/government-spending\/aggregate-state-spending-during-recession\" rel=\"noopener noreferrer\" target=\"_blank\"><em>Mercatus Center at George Mason University<\/em><\/a> shows that federal bailouts could even lead to higher state level taxes. According to their research, every dollar of federal aid to states drives state taxes higher by 33 to 42 cents.<\/p>\n<p>During the 2009 debate on the Obama-era American Recovery and Reinvestment Act (ARRA), states were warned that the strings attached to federal dollars, like maintenance of effort requirements, would be far costlier than the \u201cshovel ready projects.\u201d At the time, the national debt was roughly $10 trillion. Now, having just <a href=\"https:\/\/usdebtclock.org\/\" rel=\"noopener noreferrer\" target=\"_blank\"><em>surpassed $24 trillion<\/em><\/a>, it is essential to examine the sustainability of additional bailouts.<\/p>\n<p>With those threats in mind, states like Utah and Idaho have wisely implemented <em><a href=\"https:\/\/www.alec.org\/article\/financial-ready-idaho\/\" rel=\"noopener noreferrer\" target=\"_blank\">Financial Preparedness policies.<\/a><\/em> These policies require state agencies to track dependency on federal dollars, develop a contingency plan in case federal funds are diminished and examine the harmful strings attached to the federal aid.<\/p>\n<p><strong>But who are the big government politicians really fooling here?<\/strong><br \/>\nWhenever you send one group a bailout, another group must foot the bill. In this case, those groups are actually one and the same: State taxpayers are also federal taxpayers. In short, bailing out states with federal tax dollars is akin to using your American Express card to pay off your Visa.<\/p>\n<p><strong>Make no mistake: State and local governments do not lack revenue. They lack spending restraint. <\/strong><br \/>\nOver the past 40 years, after fully accounting for increases in population and inflation, <em><a href=\"https:\/\/www.urban.org\/policy-centers\/cross-center-initiatives\/state-and-local-finance-initiative\/state-and-local-backgrounders\/state-and-local-expenditures\" rel=\"noopener noreferrer\" target=\"_blank\">state and local direct general spending has grown by 88 percent.<\/a><\/em> Despite one of the longest economic booms in American history, states have also continued accumulating debt and unfunded public pension obligations. <\/p>\n<p><strong>ALEC Center for State Fiscal Reform research reveals<\/strong><br \/>\n&#8211; bonded debt for the 50 states totaled <em><a href=\"https:\/\/www.alec.org\/publication\/state-bonded-obligations-2019\/\" rel=\"noopener noreferrer\" target=\"_blank\">nearly $1.16 trillion in 2019,<\/a><\/em><br \/>\n&#8211; unfunded public pension liabilities totaled nearly $5 trillion,<br \/>\n&#8211; other benefits for retired public employees added <em><a href=\"https:\/\/www.alec.org\/publication\/other-post-employment-benefit-liabilities-2019\/\" rel=\"noopener noreferrer\" target=\"_blank\">an additional $1 trillion in unfunded liabilities.<\/a><\/em><br \/>\nThis is all future spending that has been promised but not funded.<\/p>\n<p><strong>Hundreds of billions of dollars in federal aid lets states continue this cycle of debt and spending.<\/strong><br \/>\nIt would also send the wrong message to states that have made difficult spending choices and practiced fiscal discipline. For instance, North Carolina dramatically lowered its personal and corporate income tax rates and <em><a href=\"https:\/\/files.nc.gov\/ncosc\/documents\/files\/GFMR\/2020\/Feb_2020_Gen_Fund_Monthly_Report.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">built an empty rainy day fund to $1.17 billion<\/a><\/em> as the economy thrived over the past decade. Additionally, the economic growth produced while cutting tax rates allowed North Carolina lawmakers to accumulate a balance of <em><a href=\"https:\/\/sandhillssentinel.com\/n-c-unemployment-trust-fund-ready-for-emergency-measures\/\" rel=\"noopener noreferrer\" target=\"_blank\">$3.9 billion in the Unemployment Trust Fund,<\/a><\/em> after repaying more than $3 billion in debt. On the other end of the spectrum, Illinois\u2019 rainy day fund <em><a href=\"https:\/\/www.illinoispolicy.org\/illinois-rainy-day-fund-can-operate-state-for-about-15-minutes\/\" rel=\"noopener noreferrer\" target=\"_blank\">would only keep the state running for about 15 minutes.<\/a><\/em> Illinois state debt totals over $486 billion ($38,000 per resident) \u2014 <em><a href=\"https:\/\/www.alec.org\/article\/in-illinois-reckless-fiscal-policy-colliding-with-covid-19\/\" rel=\"noopener noreferrer\" target=\"_blank\">equal to 56 percent of the state\u2019s GDP<\/a><\/em>.<\/p>\n<p>Rather than request a $500 billion bailout from Congress, adopting spending reforms like <em><a href=\"https:\/\/www.alec.org\/publication\/state-budget-reform-toolkit\/\" rel=\"noopener noreferrer\" target=\"_blank\">priority-based budgeting<\/a><\/em> \u2013 which eliminates redundancy and increases accountability to taxpayers \u2013 is key.<br \/>\nIn 2002, Washington state took this approach and <em><a href=\"https:\/\/products.kitsapsun.com\/archive\/2004\/05-23\/479997_locke_plays_pog_for_his_legacy_.html\" rel=\"noopener noreferrer\" target=\"_blank\">closed a $2.5 billion budget gap<\/a><\/em>  without raising taxes under the leadership of Democratic Governor Gary Locke and a bipartisan group of legislators. They did this by identifying the core functions of government and ranking agency and program spending needs from top to bottom until they spent available revenue.  <\/p>\n<p><strong>This level of fiscal discipline is not easy to achieve, but it is exactly what taxpayers deserve.<\/strong><br \/>\nAs American families and businesses make their own financial sacrifices to survive the COVID-19 economy, state policymakers must reprioritize spending and avoid the temptation of falling into a cycle of federal dependency.<\/p>\n<p>Jonathan Williams is the executive vice president of policy and chief economist, and Lee Schalk is the senior director of the Center for State Fiscal Reform at the <em><a href=\"https:\/\/www.alec.org\/\" rel=\"noopener noreferrer\" target=\"_blank\">American Legislative Exchange Council<\/a><\/em>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>High Tax, High Spend States are looking for a &#8220;Covid Crisis&#8221; Bail-Out from Federal Taxpayers.
