\nThe 1,800 page H.R.6800, the HEROES Act, was introduced 5\/12\/20 by New York Democrat Nita Lowey.
\nThe “Health and Economic Recovery Omnibus Emergency Solutions Act”<\/a><\/em>, passed the House 218-199 on 5\/15\/20.
\nNew Hampshire Representatives Chris Pappas (CD-1) and Anne Kuster (CD-2) both voted for it.<\/p>\n

A prior HEROES Act, H.R.6433, was introduced 4\/3\/20 by Michigan Republican Bill Huizenga.<\/strong>
\nThe “Helping Emergency Responders Overcome Emergency Situations Act”<\/a><\/em>, would exclude from tax 3 months of gross income for first responders. That HEROES Act has, of course, gone nowhere in the 116th Congress.<\/p>\n

\nHere are some items in the “Health and Economic Recovery Omnibus Emergency Solutions Act.”<\/p>\n

Sec. 20161. Elimination for 2020 and 2021 of limitation on deduction of state and local taxes.<\/em><\/strong>
\nEliminates the limitation on the deduction for state and local taxes for taxable years 2020 and 2021.
\nThis is a gift to high tax states whose deductions were limited by the Tax Cuts and Jobs Act of 2017.<\/a><\/strong><\/p>\n

Sec. 110501. Payments for private education loan borrowers as a result of the COVID\u201319 emergency.<\/strong><\/em>
\nUp to $10,000 in debt relief for private student loans; Treasury Department to make monthly payments.<\/p>\n

Sec. 702. Confinement Facility Communications Services, During the Pandemic and Other Times. <\/strong><\/em>
\nMandatory, immediate, interim cap on all rates charged for voice and video calls to or from prisons or jails <\/p>\n

\nProvide $10,000 of up-front debt relief for all Department of Education loan borrowers. <\/p>\n

Sec. 191203. Temporary Protections for Essential Critical Infrastructure Workers.<\/strong><\/em>
\nTemporary protections to undocumented workers engaged in essential critical infrastructure work. <\/p>\n

The \u201cAmerican Coronavirus\/COVID-19 Election Safety and Security Act\u201d or the \u201cACCESS Act\u201d.<\/strong><\/em>
