Now state Democrats are pushing back by blaming Republicans for New Hampshire\u2019s high property taxes. It\u2019s a strategy Andru Volinsky tried during the Democratic gubernatorial primary.<\/p>\n<p><strong>But property taxes are a double-edged political sword.<\/strong><br \/>\nSaying they\u2019re too high is easy. Offering a plan to lower them \u2014 not so much.<\/p>\n<p>Some Democrats support raising other taxes \u2014 or even adding a new broad-based tax to shift the tax burden away from homeowners, which puts Democrats right back in the tax-hike crosshairs of the GOP.<\/p>\n<p>Josh Bourdon, who\u2019s running against incumbent GOP state Sen. Regina Birdsell, is one of the Democrats claiming he doesn\u2019t support an income tax. However, on <a href=\"https:\/\/www.joshuabourdon4nh.com\/economy-budget-and-taxes\" rel=\"noopener noreferrer\" target=\"_blank\">his own campaign page<\/a> you\u2019ll find: \u201cIf NH is basically running on a structural deficit, then we need a consistent source of additional revenue, and an earned income tax is a possible solution.\u201d<\/p>\n<p>State Sen. Jeanne Dietsch, for example, tweeted: \u201cI will not support any broad-based income taxes, and I\u2019ve fought for years for lower property taxes for towns like ours.\u201d Except that Dietsch\u2019s plan to lower property taxes was <a href=\"https:\/\/www.insidesources.com\/sen-dietsch-pushes-income-tax-says-earning-133k-means-youre-so-rich-its-painless\/\" rel=\"noopener noreferrer\" target=\"_blank\">to add a 6.5 percent tax on income<\/a> above the Social Security cap \u2014 around $133,000 a year.<\/p>\n<p>Volinsky stumbled over the tax issue during his primary, at one point <a href=\"https:\/\/www.insidesources.com\/volinsky-insults-host-embraces-income-tax-in-radio-debate\/\" rel=\"noopener noreferrer\" target=\"_blank\">affirming his support for a state income tax<\/a> before suggesting his plan to lower property taxes for some people would be to <a href=\"https:\/\/www.insidesources.com\/analysis-did-andru-volinsky-just-endorse-higher-property-taxes\/\" rel=\"noopener noreferrer\" target=\"_blank\">raise property taxes on others<\/a> and have donor towns send money to Concord for re-distribution.<\/p>\n<p>State Sen. Dan Feltes, who defeated Volinsky and faces Gov. Sununu on Tuesday, has repeatedly said he will not support a broad-based sales or income tax.<\/p>\n<p>In recent days, the NH Senate Democrat Caucus, a registered political action committee, has put up dozens of signs in Senate districts telling voters to \u201cThank\u201d various GOP state Senators for \u201craising property taxes.\u201d<br \/>\n<a href=\"https:\/\/granitestatetaxpayers.org\/gst\/wp-content\/uploads\/2020\/11\/PropTaxDemSign.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/granitestatetaxpayers.org\/gst\/wp-content\/uploads\/2020\/11\/PropTaxDemSign.jpg\" alt=\"IMG_0241[1]\" width=\"280\" height=\"210\" class=\"aligncenter size-medium wp-image-3762\" \/><\/a><\/p>\n<p>They\u2019ve also <a href=\"https:\/\/www.unionleader.com\/news\/politics\/voters\/senate-dems-push-back-on-income-tax-charge\/article_7b41c133-b8b4-5972-ad49-b57d201c32d2.html\" rel=\"noopener noreferrer\" target=\"_blank\">launched a TV ad campaign<\/a> pushing back against the income tax allegation as well.<\/p>\n<p>\u201cThey\u2019re just muddying the waters,\u201d says former Senator Kevin Avard, who is challenging Senator Melanie Levesque in a rematch for the District 12 seat. Signs have appeared in his district, which spans from parts of Nashua to New Ipswich along the Massachusetts border.<\/p>\n<p>\u201cWe sent millions back to towns,\u201d Avard tells NHJournal. \u201cAnd, on top of that, we were able to lower taxes for small businesses and employers.\u201d<\/p>\n<p>State Senator Bob Giuda agrees and writes that he has \u201csponsored and voted for legislation that sent $246 million back to NH towns and cities \u2014 actually reducing your local property taxes.\u201d<\/p>\n<p>\u201cIf the towns spent that money instead of allowing tax relief,\u201d says Avard, \u201cthat\u2019s not on the State.\u201d<\/p>\n<p>Gary Daniels, in his own rematch for State Senate District 11 with Sen. Shannon Chandley \u2014 covering Wilton, Amherst, Merrimack and Milford \u2014 tells NHJournal he has served as both legislator and selectman for Milford for at least the past 18 years.<\/p>\n<p>\u201cI\u2019m very much aware of what we do at the state level and how it affects the local level,\u201d Daniels says. \u201cYou either take it out of one pocket, or you take it out of another,\u201d he tells NHJournal.<\/p>\n<p>Recently, Daniels says the Milford Selectboard voted to give $300,000 in surplus back to taxpayers as property tax relief to offset increases in spending that passed at town meeting.<\/p>\n<p>\u201cPeople have to understand the majority of property taxes that they pay are because they vote for them at town meeting,\u201d he says. \u201cThe mindset seems to be \u2018let\u2019s spend what we want at the local level and then go to the state to cover our overspending.&#8217;\u201d<\/p>\n<p>\u201cIt\u2019s an educational factor,\u201d Daniels tells NHJournal.<\/p>\n<p>Giuda agrees: \u201cKeeping local property taxes low isn\u2019t rocket science; it\u2019s simply a matter of voting on the Warrant Articles at your annual Town and School District meetings. The state doesn\u2019t set your local property taxes; the residents of your community do.
