During a speech to the Louisville, Ky. Rotary Club in June, he explained why he believes the government can borrow and spend the trillions under discussion without any negative impact on the economy.<\/p>\n<p>Rep. Yarmuth begins his comments on spending at 5:50 minutes into the video.<br \/>\n<strong>His specific remarks below, edited only for clarity and brevity, start at 7:15 minutes.<\/em><\/strong><br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<br \/>\nWe don\u2019t need to find ways to take money from people to pay for what we need to do in this country. Because we issue our own currency, because we borrow and spend in our own currency, we can pay for whatever we want to pay for.<\/p>\n<p>We just tell the Treasury to pay the bills, to write the checks when the bills come in.<\/p>\n<p>You say, \u2018Well what about the debt, $28 trillion? Aren\u2019t you piling it on our grandkids?\u2019<\/p>\n<p>No, we\u2019re not. This is standard conservative rhetoric. And even some Democrats parrot it: \u2018Putting it on our kids\u2019 credit card.\u2019<\/p>\n<p>We\u2019ve been accumulating debt in this country for 230 years. Not one person has ever been asked to pay for his or her grandfather\u2019s profligacy. It never happens.<\/p>\n<p>People were saying this, I\u2019m sure, when the national debt reached $1 billion under Abraham Lincoln. I know they were saying it when it reached at least a trillion dollars under Ronald Reagan because I heard about stuff back then. It was a trillion under Reagan, it\u2019s now $28 trillion. Has anyone been asked to pay off that debt?<\/p>\n<p>No. Because we don\u2019t have to.<\/p>\n<p><iframe loading=\"lazy\" title=\"Congressman John Yarmuth\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/4YlNqMK4lR0?feature=oembed\"  allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p>We\u2019ve got a sovereign currency. We are not like businesses, we are not like families, we\u2019re not like state governments, we are not like local governments. We don\u2019t have to balance our checkbook.<\/p>\n<p>We are like the banker in Monopoly. We create the money. We hand out the money everyone else plays the game with.<\/p>\n<p>We are one of only about 10 countries in the world that are positioned to do it that way.  The U.K. is one, Canada, Japan, Brazil,  there are a few but not very many. The EU can\u2019t because they share their currency.<\/p>\n<p>But we are.<\/p>\n<p>There\u2019s a book called \u201cThe Deficit Myth\u201d written by a woman named Stephanie Kelton. It\u2019s basically the best exposition and explanation I\u2019ve heard of what is called Modern Monetary Theory.<\/p>\n<p>And Modern Monetary Theory is exactly what I\u2019ve just described: When you have a sovereign currency, you can basically do whatever you want, spend whatever you want. The only constraint on your spending is you can\u2019t put more money into the economy than the economy can absorb.<\/p>\n<p>So theoretically, let\u2019s say we want to give every family a $200,000 voucher to buy a house. You can do it. You can put out the money, you can create the money. You can do it.<\/p>\n<p>What\u2019s the problem with doing that? What would happen to the price of houses? Obviously, there wouldn\u2019t be enough housing stock and prices would go through the roof. And it would make that voucher pretty much worthless for a lot of people.<\/p>\n<p>So that\u2019s the constraint.<\/p>\n<p>But what\u2019s happened is that Milton Friedman\u2019s school of economics \u2014 which is basically what we\u2019ve all been living under for 70 years \u2014 has been proven to not be true.<\/p>\n<p>We\u2019ve consistently raised the national debt. We\u2019ve not had any serious inflation in the country. We have very low interest rates, historically low interest rates in terms of the federal government\u2019s borrowing costs. And the dollar is, compared to other currencies, as strong as it\u2019s been historically.<\/p>\n<p>People say, \u2018Well, if the president\u2019s budget is enacted, the debt to GDP would be 117 percent, the highest it\u2019s ever been in the country\u2019s history.\u2019<\/p>\n<p>That\u2019s true. But Japan\u2019s debt to GDP ratio is 240 percent, more than twice ours. They have zero interest rates on their bonds, they don\u2019t have any inflation. They aren\u2019t an exact comparison, they have their own problems.<\/p>\n<p>The point is there are more and more economists saying perhaps we\u2019ve been looking at this wrong, the issue of debt and what it means. One of those people is Jay Powell, chairman of the Federal Reserve, who is not a liberal Democrat \u2013 he\u2019s a Republican appointee.<\/p>\n<p>A lot of economists are saying now we need to start looking at this differently because it is different than what we have been operating under for the last several decades.<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<br \/>\n<em><a href=\"https:\/\/nhjournal.com\/top-house-budget-dem-dc-can-spend-all-it-wants-because-its-like-the-banker-in-monopoly\/\" rel=\"noopener\" target=\"_blank\">Posted to Politics at NH Journal September 29, 2021.<\/a> <\/em><\/p>\n<p><strong>The philosophy articulated by Rep.
