{"id":7711,"date":"2021-11-23T21:38:12","date_gmt":"2021-11-24T02:38:12","guid":{"rendered":"https:\/\/granitestatetaxpayers.org\/gst\/?p=7711"},"modified":"2021-12-21T11:40:45","modified_gmt":"2021-12-21T16:40:45","slug":"election-law-improvements-for-the-2022-session","status":"publish","type":"post","link":"https:\/\/granitestatetaxpayers.org\/gst\/election-law-improvements-for-the-2022-session\/","title":{"rendered":"Election Law Improvements for the 2022 Session"},"content":{"rendered":"<p><strong>Election Law Improvements in process in the NH Legislature.<\/strong><br \/>\nGST on Aug. 23, 2021 proposed a list of <a href=\"https:\/\/granitestatetaxpayers.org\/gst\/election-law-reforms-for-2021-2022\/\" rel=\"noopener\" target=\"_blank\">Election Law Reforms for 2021 &#8211; 2022<\/a>.<\/p>\n<p><strong>In working with House Election Law Committee members, <em>GST<\/em> has focused on a shorter list.<\/strong><br \/>\nFollowing are the points we&#8217;re working like to get into bills to revise current laws:<\/p>\n<p><strong>1. Require New Hampshire ID or proof of having established domicile in New Hampshire to register.<\/strong><br \/>\n<a href=\"https:\/\/granitestatetaxpayers.org\/gst\/house-bill-1264-signed-into-law\/\" rel=\"noopener\" target=\"_blank\">HB1264<\/a> established that voters have to be a resident and a domiciliary of New Hampshire.<br \/>\n<a href=\"https:\/\/granitestatetaxpayers.org\/gst\/nh-superior-court-ruled-that-sb3-is-unconstitutional\/\" rel=\"noopener\" target=\"_blank\">SB3 (since struck down)<\/a> was intended to require proof of New Hampshire status in order to register to vote.<br \/>\nWith SB3 struck down, no proof is required, an affidavit will suffice, and people can vote without proof.<br \/>\nIn effect, our &#8220;Same Day Registration&#8221; is actually &#8220;Same Day Voting without completing registration.&#8221;<br \/>\nRegistration should require the same types of ID as in SB3, or the proof required for a NH Driver license.<br \/>\n<strong>This issue will need to be included in the legislation to replace SB3.<\/strong><\/p>\n<p><strong>2. Proof of residency\/domicile required by close of polls on election day (not after) to vote. <\/strong><br \/>\n<a href=\"https:\/\/www.sec.state.ma.us\/ele\/eleidreq\/idrequirementsidx.htm\" rel=\"noopener\" target=\"_blank\">Massachusetts requires that voters provide such proof before the polls close, or they can&#8217;t vote.<\/a><br \/>\nPeople without proof can vote a provisional ballot that is not voted if they don&#8217;t return with proof.<br \/>\nThe pertinent fact is that their vote isn&#8217;t counted without providing the required proof of residence.<br \/>\n<strong>This issue will need to be included in the legislation to replace SB3 or put into HB535.<\/strong><\/p>\n<p><strong>3. Require New Hampshire ID (matching the address on the check list) to obtain a ballot.<\/strong><br \/>\nThose with non NH ID must do new registration.<br \/>\n<a href=\"http:\/\/www.gencourt.state.nh.us\/rsa\/html\/LXIII\/659\/659-13.htm\" rel=\"noopener\" target=\"_blank\">RSA 659:13 Obtaining a Ballot<\/a>, requires that voters with out of state license be given a ballot.<br \/>\n<strong><a href=\"https:\/\/granitestatetaxpayers.org\/gst\/wp-content\/uploads\/2021\/11\/659-13-Obtaining-a-Ballot-211102.pdf\"><em>GST<\/em> has marked up RSA 659:13 to correct this problem<\/a> and sent it to certain Committee members. <\/strong><\/p>\n<p><strong>4. End identity and residency\/domicile affidavits.<\/strong><br \/>\n<a href=\"http:\/\/www.gencourt.state.nh.us\/bill_status\/billinfo.aspx?id=724&amp;inflect=2\" rel=\"noopener\" target=\"_blank\">HB535<\/a> repeals the qualified voter affidavit and sworn statements on election day registration forms.<br \/>\n<strong>HB535 has been referred to interim study in Committee 17\/3 vote 11\/17\/21.<\/strong><\/p>\n<p>Posted by <em>GST<\/em> Chairman Ray Chadwick<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Election Law Improvements in process in the NH Legislature.
