(New Title) relative to excess funds paid to municipalities for use in school districts.

The NH Constitution requires that all taxes be proportional, i.e. uniform. Right now the Statewide Education Property Tax (SWEPT) is not completely collected in those towns that have a combination of high property values and few students such that the tax would be greater than their adequate education aid. This bill ends that practice, so that SWEPT is applied uniformly across the state.

establishing a charitable gaming oversight commission.

This bill changes the membership and duties of the charitable gaming oversight commission, extends it by 10 years, and makes an appropriation to support the work of the commission. The commission shall oversee the implementation of charitable gaming laws, including historical horse race gaming, shall consider the issues identified in the November 1, 2024, final report of the commission to study the effect of recent changes made to charitable gaming laws, and shall make recommendations for administrative and legislative changes to charitable gaming law.

relative to the processing of absentee ballots.

This bill removes the ability of 10 voters to postpone the processing of absentee ballots until after the close of polls, disrupting the planned activity. This bill would simplify the schedule for processing absentee ballots.

relative to filing for office and witnessing affidavits.

Allows the secretary of state to serve as a filing official in towns where the clerk’s office is not routinely open. Allows town clerks to witness affidavits regardless of whether they are a notary public.This streamlines and simplifies the process of filing for office.

Oppose
establishing the paint product stewardship program.

“Paint stewardship” is a clever title for bill to establish a paint recycling deposit program bill. (The same as HB1541 in 2024.) Oppose this unnecessary and inappropriate expansion of government control and cost into an area that municipalities and businesses currently handle.

Oppose
authorizing municipalities to hold a referendum on whether to allow historic horse racing.

Establishing a local option for HHR. Dealing with gambling issues at a municipal level instead of through a state-wide commission and strategy will create confusion and conflict.
